The Mac OS X Developer Preview (DP) Mavericks is available to be downloaded from Apple's website by registered developers.
The OS X Mavericks 10.9 Developer Preview comes in a DMG archive and cannot be accessed on Windows PCs, unless you use DMG Extractor to extract the files from the DMG archive.
